Bill Gates warns "we cannot sustain an economy based innovation unless we have citizens well-educated in math, science and engineering. If we fail at this, we won't be able to compete in global economy”. As globalization as the workforce, American high tech companies have struggled to find qualified people from the United States, as the result, they have hired people from all over the world. Now, American education is 26th of global rank in the world, because the U.S. government has failed to reform the education system that has been used over 50 years since the competition had not started. In the meantime, racial segregation and poverty has been serious problem, and there are a large number of minority children who dropout from high schools. People used to believe that a failing neighborhoods are to blame for a failing education, and an education is the equalizer for the poverty, however, some advocates have argue that the problem of failing public education is the policy which segregates ethnicity and social states one from another. The American public education has been unfairly distributed based on ethnicity and social status, and it has been continuing because of the American governmental financial.

Distribution of funding to public schools should not be measured by the students’ ethnicity and social status. Unfairly distributed funding for segregated schools create unequal outcomes. In “Shame of the Nation” Kozol, Jonathan writes “According to Education Trust, thirty-five out of 48 states spend less on students in school districts with the highest numbers of minority children than on students in the districts with the fewest children of minorities. Nationwide, the average differential is about $1,000 for a child”(245). As the research shows, most of states distribute funding unequally to public schools.
