Public trust relates to back to the origins of democratic government and its seminal idea that within the public lies the true power and future of a society. Therefore, whatever trusts the public places in its officials must be respected.
Grounds of impeachement
In the 1935 Constitution, the grounds were “culpable violation of the Constitution, treason, bribery and other high crimes.” Under the 1973 Constitution the list was expanded to include “graft and corruption.” The 1987 expanded the list further to include “betrayal of public trust.”
Violation of the constitutional provision can be grounds for impeachment.
