Type of policy does recommended HIV screenings fall into as part of routine medical care for a selected demographic age group and how this type of recommendation drives public policy. This particular policy falls under both Allocative and Regulatory due to the betterment of public health. While not all general health policies steer public policy as much as others, the significance of disease recognition of HIV will.

As an Allocative policy the screening/testing is providing an excellent great public service to a certain demographic while others outside the demographic are benefiting as well. Mandating HIV testing for individuals in this risk group monitors the spreading of the disease where sexual promiscuity activities and intravenous drug use is the driving force in the infection rate of the disease. Another part of the policy requires others to pay for the screenings/testing. The revenue to perform the mandated testing will come from health insurance claims, and government funding which is raised from our taxes. While the initial start-up of this will burden the system and raise the premiums of health insurance/taxes, the cost of testing will reduce as sheer volume of test samples will drive the cost down.
The Regulatory side of the policy falls along the lines of education and prohibiting discrimination. How this works is the demographic becomes enlightened through education on the morbidity and mortality of their sexual activity/behaviors and intravenous drug use. By creating the right type of education program, the demographic can make better informed decisions in terms of their behavioral practices. This form of the policy allows for the establishment of a safe work environment for the infected employee and others through risk reduction and awareness of the disease while prohibiting discriminatory practices by other established laws.
